Procedures for Patrons wishing to address the Board during “Audience to Visitors”:
Note: All those attending the meeting need to sign in on the visitor’s notebook
So that the public may be heard in the most efficient manner, the procedures listed below shall be followed.
All remarks from the audience are to be directed through the Board President. Prefaced by identification of name.
Once recognized by the Board President, or given permission to address the Board, the petitioner shall confine his/her remarks to the subject announced and refrain from bringing up an entirely new question or one that was previously settled by the Board at a previous meeting.
It is the prerogative of the President, according to Robert’s Rule of Order, to determine when full and complete information has been given.
Individuals addressing the Board should limit their oral statements to 5 minutes, but may submit other written information they wish the Board to review. Ideally this information should be given to the Superintendent the Thursday prior to the meeting, so as the board may be allowed time to review the material presented.
Persons addressing the Board should refrain from reading long statements. If such statements are considered necessary for background material, then these statements should be furnished to the Board as stated above.
If a group of people wishes to address the Board on a specific topic, they will be encouraged to select a spokesperson. A spokesperson shall be allowed up to 15 minutes to make an oral statement.
Personalities should not be injected into statements made in writing or at the meeting and specific names and accusations as such should be reserved for an executive session if such is considered. All personnel have the right request any discussion pertaining to themselves be discussed in open session.
It is also the prerogative of the President to adjourn the meeting if in his/her opinion, the conduct of orderly business is no longer possible.
